Development (one time) tasks to be done by RelEng to support pandas when used for b2g testing, block this bug. Part of an "overlay" on cross functional work to focus on the RelEng portions of the work.

Currently we are only using the pandas from rack#1. We have dedicated racks 1 to 5 to be used for b2g pandas. This bug will be to setup the foopies on racks 2 to 5. Instructions on how to set them up are in here: https://wiki.mozilla.org/ReferencePlatforms/Test/Foopy#Setup_for_B2G.2Fpanda_testing Unfortunately we first have to fix bug 827892.

Found in triage. (I *think* this is the correct component, so leaving here for now, please tweak as needed.) Bug#866875 tracks turning off all b2g-panda builds. Therefore, we can use these foopies and pandas to increase our android/fennec testing pool. Tweaking summary to match.
