From https://bugzilla.mozilla.org/show_bug.cgi?id=811247#c7, we should investigate what the user experience hit is by delaying the preloading of the notification panels if the notification count is zero. Currently the notification panels are preloaded regardless of the notification count, but maybe the majority of users only view the panels if there is a notification pending. Only loading panels when a notification is pending will reduce memory use.
obsoleted by bug 935640, as well new status button is not pre loaded.
