811939 - Allow anonymous users to change locale/region

Since we hide locale/region under Settings, users need to log in to be able to change that.

We should allow anonymous users to change locale/region.

I recommend for mobile we turn the gear icon into a drop-down menu - à la the desktop mocks: http://people.mozilla.org/~cwiemeersch/mkt-mocks/desktop/Marketplace-(Desktop)-i01-My_Apps_v2_mm.jpg

This would allow us to (1) reuse the same interface, (2) avoid unnecessary clicks and page loads, and (3) provide a consistent behaviour for anonymous and authenticated users.

We will look into the dropdown idea as part of the ui standardization we are doing. 

In the mean time, could we solve this bug by allowing users to see the "Account" tab in Settings, stripping out the email and and display name fields, but keeping the  "Language" and "Region" dropdowns?

I believe we agreed to carry the functionality and placement (flush right) of the desktop "settings" to the mobile experience.

That bug (https://bug811345.bugzilla.mozilla.org/attachment.cgi?id=681082) is for Desktop header *only*, not mobile. Michael was referring to mobile experience:

Going back to the original intent of the bug, we should allow non-signed in users to access the "Account" page.

• Remove "email" field
• Remove "display name"
• Leave "Language" and "Region" dropdowns
• Leave "Save Changes" call-to-action
• Change "Log out" to "Log in"

Sounds good for mobile. How does this work on desktop since anonymous users have only the "Sign In" link?

Is it absolutely necessary that we allow anonymous users to select language and region on the desktop for browsing the Marketplace? Can we get this data in other ways? I prefer a clear "Sign In" prompt in the header and no settings for anonymous users. 

Michael, Maria, what do you guys think?
