When disable FM from tools menu, then clicking on View->Sidebar->Facebook Messenger menu does nothing what is confusing.
Kami, can you please walk me through your steps to reproduce in greater detail?

This sounds like bug 808377, but that bug was FIXED?

Looks okay in beta. My nihtly was fresh, however I started using FB with Social API function before this fix on that browser instance, Is this matter when I enabled the FBM functionality?
Look okay in 17.
This sounds very much like bug 813436 - if possible, can you confirm you no longer see the issue in recent nightlies?
