Steps to reproduce:
Updated to version 17
Actual results:
The title bar is missing.
The highlighting of the title bar gives an important visual indication that the window is selected.
Without the title bar it can appear to have the title of another window and is hard to identify in a cascade of windows.
Expected results:
The title bar should be present for those that want / need it.
Is you Tb window maximized or not?
Also, do you have the Menu bar visible?

Image to show problem.
Menu bar enabled (Title is still missing when disabled).
Using windows 'classic' appearance.
Address book with focus (which display correctly) is also shown for comparison.
If window is maximised, the menu bar is at the top of the screen with the minimum/restore/close buttons on it, no title bar or space for one.
Whilst the window maximises and restores, the title bar is visible.

OK, I think this is covered by bug 813638 and will be fixed in TB 17.0.1. There will be a different color of the TB top area for active and inactive window state.
But there is area that looks like a title bar (with the 3 buttons) but it does not have a title. It is intentional. But yes, it is ugly.
