Steps to reproduce:

1. In Edit -> Preferences -> Privacy set "Firefox will:" to "Use custom settings for history" and disable "Remember my browsing and download history".
2. Download any file and close Firefox after the download has finished.
3. Start Firefox and open Tools -> Downloads.


Actual results:

The download entry was still available.


Expected results:

There should be no download entries.

wfm using Mozilla/5.0 (Windows NT 6.1; WOW64; rv:20.0) Gecko/20121230 Firefox/20.0 but the nightly is using the download panel and opens the library instead of the download manager.

FF18 has the panels disabled and the download manager remembers the history.
 
This is related to bug 749945 and will be automatically fixed if we switch to the download panel

downloads and download history are pretty much different things, the new download panel sort-of clarifies this by showing them in the same view and always clearing session downloads. So this is basically wfm with the new downloads experience.
fwiw the behavior of the old download manager is controlled by the browser.download.manager.retention pref.
