steps to reproduce: 1. Load https://addons-dev.allizom.org/en-US/developers/persona/submit 2. Fill all the required fields and upload header and footer persona images 3. Submit the form observed behavior: Form submission fails with "This field is required" for both the header and footer images which are not getting saved.
