Open preferences.
Minimize all the triangles:
- Appearance
- Navigator
- Composer
- Mail and Newsgroup
- Privacy and Security
- Advanced
- Debug
Select appearances (do not maximize).
Start maximizing each one starting with appearance (Appearance is still
selected).
When scrollbar appears and you need to use it to maximize the next triangle, use
the scrollbar to go down the list.  Maximize the next triangle. The rest of the
triangles are now inaccessible because the scrollbar does not expand.

yes, i see this if I carefully step down the triangles as described.
Clicking above triangles gets the scrollbar behaving again, as 
a work around.  This is probably a tree control thing, adding hyatt.
