I clicked on a link to a PDF, and then tried to scroll the loaded PDF with pgup/pgdn or up/down; keyboard scrolling did not work until I clicked on the PDF.  (Clicking either on a rendered PDF page or in the blank area outside of a page both worked.)
Navigation works with left/right arrows and P, N, K, J keys.

Yeah, I can confirm that those keys do work without clicking on the PDF.  up/down/pgup/pgdn/home/end don't, though.
(Also, I'm surprised that J and K move by page; I'd have expected those to act like down/up, rather than moving by page.)
