After you submit a background theme and click on the "View Listing" link, you should see the theme detail page as it would appear after it's been approved, but with a message that says, "This theme is pending and invisible to everyone but you." For everyone else (non-authors of the theme), they should see a message that says, "Sorry, this theme is pending. Please come back later." Thanks!
