This should have been fixed by 854851 but unfortunately that didn't happen. We need to block on this for v1.1

We need to flag this bug as leo+ as 854851 (marked as leo+) didn't resolve the problem comepletely and it's blocking the Hotmail Import User Stories 838052 and 838054
