860504 - Allow group creation on Mozillians

I'm filing this as the result of an IRC conversation in #commtools, I noticed that the Thunderbird group page [1] on Mozillians has some nice meta data (IRC channel, website, "community steward"), but the Instantbird group page [2] doesn't seem to have these or any way to add them.

hoosteno says that these were 'formal "functional areas" in Mozilla', I have absolutely no idea what that term means... what is necessary to be a "group"? Instantbird isn't an "official" Mozilla project, but we're certainly Mozillians (we maintain the chat code in Thunderbird that's shared with Instantbird and work on various other Mozilla stuff...)

Anyway, I'm unsure if this is a request for being able to create groups on Mozillians or a request to create an Instantbird group in Mozillians, but either would work OK for me.

5:48:48 PM - hoosteno|out: clokep: there's not a user-facing way to do that right now. the groups with stewards represent formal "functional areas" in Mozilla. If your group is one of those we should get it set up; if not, I'd love to see a bug describing functionality that'd be useful to you. We're going to be working on groups this spring.

This was resolved as a part of our Curated Groups feature, released just this week! All users can now create groups that have metadata at the top.
