Current behavior is the one suggested by UX. The number in the box is editable when the setting is not set. If the setting is set the user must disable it before changing the number. For disabling the setting the user must change the switch button (disable it) and hit OK button. After that the rule becomes not active and the number field become editable allowing the user to enter the new number.

John, is the bug title correct? In the video attached to this bug it seems that you are not trying to modify the number of CF *by MMI* but via *UI*.

Given comment 2 (and a video confirming the behavior), we won't block. CC'ing Jaime/Josh in case they want to change this behavior in the future.

In Chile certification, does not repro on 5/13, so appears that this is fixed on the 5/13 partner build. According to Freddy, still reproduces on B02 (4/26).
