We will not support these on v1.

we need these for the snapped view. They're read only, and is the not management interface that Asa does not want on the v1.

With the patch for bug 831916 the panel UI is very usable. I don't see a need to remove them. They're the only way to repin a bookmark/history item back to the start screen.
It was agreed on our Monday meeting that the panels are useful and workable, so there is no need to remove them.
