Attached patch Patch v1Splinter Review
Timezone update to 2013c with complete rules for Asia/Jerusalem, Asia/Gaza and Pacific/Fiji (vzic --pure) as they cannot be converted to Outlook compatible rules.

Patch v1

Oh I'm surprised we already had 2013a, I was thinking there would be massive string changes.

Did you do the pure ones manually or did that patch work? Maybe we can check in something to the tree so doing timezone updates is really nothing more than downloading the new data and executing a shell script. In another bug of course.

I did the pure ones manually, and also had to patch the Makefile in calendar/timezones to run. I will file a new bug on the needed changes and possible optimizations.
See Bug 736212 for one suggested solution.
