882385 - allocate foopy + panda + tegra for investigative testing

this need keeps arising, and it is time to meet the demand.  Our current need is to test on a production device/foopy to investigate a regression of mobile tp4m (specifically m.yahoo.co.jp from <1sec page load to 1000sec page load).  

If we can continue to keep this available for future investigations that would help, but that isn't a requirement.

If it is too difficult to get panda and tegra on the same foopy, first choice will be tegra since more problems show up there, but we can resolve our current problem (as well as a few others) with a panda.

We don't have foopies with both pandas and tegras.  I've setup a foopy for you to use with pandas and will borrow a foopy + tegras from staging for you too.

to you.  I added your public key to the foopies, let me know if you have problems connecting.

technically I am done with this, but it might make sense to leave this around for debugging future problems.  It has been a solid 2 months since I needed a rig, so I am not advocating either direction.
