Details

Upsell section shows up even when payments is disabled for a particular region or carrier. We should disable upsell for regions which don't have payments yet.

Can you show me where this happens? If you're talking about Spain, that's a public region and upsell will show up (until we disable it in prod: https://github.com/mozilla/zamboni/blob/master/mkt/settings.py#L315-L317). If you're talking about any other flagged region, Andy already took care of hiding the upsell in bug 889056: https://github.com/mozilla/zamboni/commit/0fd4a2#L4R113
The API shouldn't be returning upsell information when payments are disabled, methinks.
