This is the `save the properties window from being backed out' meta-bug.

Bug 3658 should be a dependency of this bug, as it covers adding "longdesc" for 
images to the Properties window.

Oops, that should really be bug 1996, although it looks like bug 3658 could be 
implemented in a similar fashion.
