The logo of the 16px-icon is only covering an area of 14*14px, whereas in 22 and before it was using the whole area. This is a reduction of more than 20%. Because of this the icon is considerably smaller than most of the icons other applications in the taskbar. This is pretty obvious in XP and Vista, not so much in Win7, because "Small icons" is not the default in Win7.

The attachment shows the 16px-icons of 22 and and 23 at 1500%, and I've added a version of the new logo stretched from the 14*14-area to 16*16.
