I've only tested this in debug builds, but when I build in mozilla\embed\config, the outputed binaries in dist\win32_d.obj\embed don't have scrollbars. I ran into this when trying to run smoketests to get my 90512 reviewed. I suspect this has something to do with Adam Lock's fix for 90404 - or maybe evven 90195
