while investigating bug 919386 i realised STAT_TTL is set to 1 second on bmo.  it took longer than i care to admit for me to remember that i'd already fixed this upstream in 4.4.
looks like the bulk of the changes in bug 778631 were backported via bug 799257, except for STAT_TTL.
