User Story:

As a user, I want to be able to access my settings widgets and download manager independently from my Notifications.


Acceptance Criteria:

1. Accessing new Settings Drawer displays WiFi, Data, Bluetooth, Airplane mode switches as well as Settings app button.
2. Accessing new Settings Drawer displays Cost Control widget (if configured in build).
3. Accessing Notifications Drawer no longer displays any of the above.

The download manager can technically ship completely independently of this feature being implemented (it's related, but actually a hard dependency on it), so I'm removing it from the download manager tracking bug.

Thanks Eric for the specs.
I want to use icon fonts here, can you provide me with the icons in vector based format (ideally SVG or anything else that Inkscape can handle)?
I'll take care of creating the font and cleaning the icons, so that's OK if you send me all the icons in one sheet.
