STR

1. Go to http://mozilla.github.io/qa-testcase-data/webapi/notifications/
2. Install the hosted app w/permissions
3. Launch it
4. Show a notification with a tag & icon
5. Show a notification with the same tag & different icon

Expected

The rendering of the toast that a notification has appeared should use the new icon.

Actual

Occasionally, the rendering of the toast shows the old icon.

Additional Notes

It looks like we're not waiting for the icon to be available before trying to render the notification. We've also cached the old notification as well. That means if we're trying to show a new notification with a different icon not fully loaded, then we'll get the old icon until the new icon is fully loaded.
