User Story

Allow hardware keyboards to interface with input apps and involve in the key event flow.

This is the meta tracking bug for enabling keyboard apps to work with hardware keyboards.

This meta does not include connection specific work like connecting to a Bluetooth HID.
FYI, the Gonk-spcific part is bug 907081 and BT HID impl is bug 890186.
