After discussing with Gecko friends, it seems that we still need one more API for this function. 

Hsin-Yi, can you help me reference related bug in Gecko for this feature ?

Note : I use bug 932131 as basis to build this patch. (SIM security is not included in this part)

Lack of gecko's patch on bug 936325, we can't test on Gaia to make sure we can enable / disable simcards. 

Right now, related UI are ready but we still need real devices (and with abilities to access simcard information) to test.
