In order to get as much regressions/bugs as possible before enabling APZ definitively, let's turn it on for developers at least. I have added an easy way to opt-out in bug 942716 even if the settings app is broken.

Alive this is a one liner in order to turn APZ on for developers. I will coordinate with the GFX folk (when they will wake up) in order to know when is the best time to do that but ideally I would like to turn it on today.

So r+'ing now does not mean I will land it right after. But I just want to make sure to have a r+ stamp on it.
