With APZ turned on and <meta name="viewport" content="width=device-width, height=device-height, minimum-scale=1, initial-scale=1, user-scalable=no"> panning the 'New Contact' panel of the contacts app is very slow. It was already slow with sync panning (but not as much) so there is likely something related to the panel itself.

Steps to reproduce:
 - Open the contacts app
 - Click on the '+' button in the orange header at the top
 - Try to pan the content of the panel

Expect result:
 - a smooth scroll

Actual result:
 - a slow scroll

Not sure why it seems to work fine now.
