FTR, we should generate updates/snippets for 17.0.Xesr builds, what means:
* merge the esr17 patcher config with the esr24 patcher configs
* request partials for 17.0.${latest}esr on ship-it

Looks right to me. Bugs 802167 and 894044 have some information about the 10.0 -> 17.0 updates.

Maybe. Based on what I'm seeing on Ship It and https://github.com/mozilla/build-tools/blob/4f0931bbd154d1c952776bc725a1006ca981bdff/release/patcher-configs/mozEsr17-branch-patcher2.cfg, we didn't do partials last time.

Attachment: [tools] Add esr17 releases

* copies all the 17.0esr blocks to <release> from mozEsr17-branch-patcher2.cfg
* copies the past-update lines from mozEsr17-branch-patcher2.cfg
* adds a past-update line for 17.0.11esr with fake destination

This assumes we're not doing a partial from 17.0.11, I think.
