Short Summary:
Jenkins will be restarted for TimeStamper plugin installation to take effect.
Details :
* Jenkins will be hard hatted
* Jenkins will be restarted for TimeStamper plugin installation to take effect.
* WebOps will confirm plugin does not negatively affect other builds, otherwise, plugin will be removed, and Jenkins will be restarted again
Impact of work:
Builds will not run while Jenkins is being worked on, for a maximum of 90 minutes.

Plugin installed
Due to some job and build cleanup, restart time has been reduced from 28 minutes to 2.5 minutes.
We did an upgrade of Jenkins to the latest LTS because the reduced start up time let us have time to test (and rollback if needed)
