Any time we upgrade versions of FxOS, we'd like to bring up the FTU to do data migration tasks, show new version information, etc. This is a meta bug for tasks around that.

Note that if we decide to go with another app instead of updating the FTU, I'll just change this bug since we'll still share a lot of the same tasks.
Kyle, i came up with something working on https://bugzilla.mozilla.org/show_bug.cgi?id=939174; any feedbacks are welcome.
samjoch already did all the heavy lifting in bug 939174, so calling this a dupe now.
