Oops, both the feature and the tests depend on the hsts preload list not being stale, but we didn't realize when we cloned esr24 configs from esr17 that one difference between them was that esr24 would need the automated hsts preload list job enabled so we wouldn't get the xpcshell permaorange we now have.
keeler's going to manually run an update, but we need the automatic Saturday job set up.

And then I waited and waited for Saturday, and esr24 was closed. Oh well, it probably works.
