*Procedure
1. Close settings app if it is opens. You can verify and closed it from task switcher
2. Opening the browser app and download some files
3. Opening  downloads list from settings app.

*Expected Result
The files donwloades are displayed in download list.

*Actual Result
Download list is empty

We have the same problem if we open the download list clicking on a notification

The bug has been fixed with a patch uploaded in another bug

You are right, there was a bug in the datastore which is used to share the download files between system and settings. Basically the datastore was corrupted after rebooting the device. This bug was fixed yesterday in Gecko.
Target Milestone: --- → 1.3 C1/1.4 S1(20dec)
Ran into this issue, the issue still occurs and reproduces on Buri 1.4 latest build
