951505 - "New" activity should not flash the contact list

This can be  reproduced on both V1.2 and V1.3.
STR:
1. Launch Dialer
2. Dialer some number
3. Tap on "Add contact"
4. Select "Create a new contact"
   --> You will see that ""Select Contact" page appears first and then "Add Contact" Page appears.

[Expected] It would be better UX if it directly go to "Add Contact" page.
