The user is unable to scroll in the Languages page and Select a network page in the FTU

Repro Steps:
1) Updated Buri to BuildID: 20140109040203
2) Reset the device
3) Attempt to scroll

Actual:
User is unable to scroll

Expected:
User can scroll to select different languages and different networks.

Device: Buri v1.4 Mozilla RIL

Repro frequency: 100%

I'm going to guess this is because of APZC, and not in the app for now.
