Description:
Deselect and Select All buttons will disappear when the user scrolls up/down in the contact list after attempting to import contacts from Facebook, Gmail, or Outlook. 

Repro Steps:
1) Updated Buri to BuildID: 20140110040206
2) Navigate to Contacts App
3) Tap on the gear icon to get into Contacts Settings
4) Import contacts from Facebook, Gmail, or Outlook
5) Scroll down

Actual:
Deselect and Select All buttons disappear 

Expected:
Deselect and Select All buttons are always displayed

Please not that there is some ugliness with the fixed header in this page with/without the patch that happens with/without APZC.

Vivien, is your patch a workaround for a core platform issue here? If so we should keep a bug open for that if there isn't one already, and make this bug depend on that one.

I think there is some weirdness with some fixed positioning somewhere. It seems like the contacts apps use position: fixed pretty much anywhere. So yeah I assume there is a Gecko issue somewhere.
