972765 - [NFC] Multiple pairing when tapped phones together

Description

Using most up-to-date master build (2014/2/14) to test (mako)

STR:
1. Enable "NFC" in Setting
2. touch the phone together

Expected Result:
It will only vibrate once (pair once)

Actual Result:
It will vibrate multiple time (pair multiple times) if slightly moved

*This is almost the same as previous bug. However, there are still some fixes for Dimi to patch so that NFC sensitivity can be improved.

Attachment: Fix for bug 972765

NFC device still sometimes disconnect->connect->disconnect->... after applying patch in bug 961167.

After checking with behavior of Android phone, android doesn't connect client immediately after connection established.

After applying this change did do not happen disconnect/connect infinite loop again. But may need to do more test to make sure this bug is really fixed.
