we are refactoring build system and all apps will be copied to build_stage and assemble in build_stage after bug 897352, so we can remove all path handler for l10n and shared library and point app directory to build_stage to get clearer httpds.js/bootstrap.js since bug 968657 was landed, we can use |make watch| to monitor file system and trigger |make| for DEBUG=1 mode.
