975546 - backport bug 861582 to bmo (Missing description in the "Bug Fields" page for "Importance")

Frédéric Buclin said in bug 861582 that the fix will come to bmo when it's upgraded to Bugzilla 4.4.  It is currently 4.2.7; how long is the way?

Although it does not happen often that new reporters set priority on their bugs (enter_bug.cgi hides the priority field for me, unless I click "Show Advanced Fields"), the semibroken link
* looks bad,
* prevents people from re-reading the description of severities, since they have to find it on the page, separately from that of priorities.

Verified, thanks!  Although it would be better if the words were also links to the respective sections.
