From bug 976571 and bug 976760, we want to have a service to collect reports of incorrect language detection from the webpage translation tool (bug 973271). This bug is about figuring out the end user agreement and privacy requirements for building such a service. My intuition is that this should be similar to the Crash Report tool, which is opt-in and states to the user that they need to submit us the information about the webpage to be useful to us. It also requires some thoughts if the tool should just report the page URL or also the text content that was used to detect the language. (Sorry if this is in the wrong component; from the description it looked like the most fitting one)
