Goal: * As a product owner I want to measure the number of times that a user makes a change to the language pair for translation that Firefox automatically suggests so that I can understand if Firefox is doing a good job of detecting which languages a page is written in 2. Acceptance Criteria: * I can view a report that shows me how many times a user chose to translate a page from a language other than the one Firefox suggested to her

to be clear this is about counting the number of times a user manually seeks a different language pair and not about measuring the language pair the user switched to. This is seeking to describe how often Firefox is wrong, not how, specifically, it got it wrong.
BDS: Also are we counting separately whether they changed the detected-source language or the target language? Just the detected-source language And do we need to measure whether they changed the language before accepting translation or only after? Before and after

Just to be clear, bug 977770 is the implementation of the measurement and this bug is about creating the report itself? Or is this a duplicate of bug 977770?
