1.  Goal:
* As a product owner I want to measure the number of times users choose to stop Firefox from offering Instant Translation when it detects a page written in a non-default language so that I can better understand the degree of interest in this feature.

2.  Acceptance Criteria:
* I can view a report that shows me how many people uncheck the “offer to translate…” option in the browser preferences
