1.  Goal:
* As a product owner, I want to deploy a version of Firefox with our that will measure the same usage statistics we are measuring for our test audience but will not expose the instant translation function automatically

2.  Acceptance Criteria:
* 50% of users of the Beta channel users of the Polish, Vietnamese and Turkish locale builds will update to a version of Firefox that includes the same measurement probes as the version of Firefox that will expose instant translation options to the other 50% of Beta users.
