979731 - Add-ons for Australis contest promotion on AMO

We are running a contest from March 11 - April 15 in anticipation of Australis: https://blog.mozilla.org/addons/australis-overview/, and need to promote it on AMO!

The following should go live on the March 11 push, and come down on the April 15 push:

1) Homepage promo: https://bug969175.bugzilla.mozilla.org/attachment.cgi?id=8385711, overlay text: https://bug969175.bugzilla.mozilla.org/attachment.cgi?id=8385710 (link to https://blog.mozilla.org/addons/australis-overview/)

2) On https://addons.mozilla.org/developers/, replace the editor promo on the right sidebar with the following:

Create Add-ons for Australis
Win a Firefox OS phone and Mozilla gear!
Learn more > (link to https://blog.mozilla.org/addons/australis-overview)

3) On https://addons.mozilla.org/en-US/developers/addon/submit/1, add a promo in the same style as #2, but on the left side.

4) On the "You're done" page of the submission flow, replace the editor promo on the bottom with the following:
 
Submit your add-on for the Add-ons for Australis contest
Win a Firefox OS phone and Mozilla gear!
Learn more > (link to https://blog.mozilla.org/addons/australis-overview)

I'll file a separate bug to bring back the editor promos on April 15.

Amy:

- We'll need a promo image that also works for the discovery pane. That means a 862x271 image (I'll then center it for smaller screens)
- For the overlay text, we need to do that in HTML/CSS to get translations working. That means I'll need the fonts used to replicate the same result without images.

Using existing fonts would be ideal if we can get a similar effect.  I'd rather not push more fonts to clients if we can help it.

See screenshots on https://github.com/mozilla/zamboni/pull/1835 for what I have right now using regular fonts + MetaBlack, that we already load via font-face on AMO.
