Make sure "cell broadcast" exists in mozSettings when checking it and vice versa.

Hi George, I am stuck. I try to write meesagePanel but there has another problem. when I run test,there is not messaging Setting, and I believe it is due to SimCard Setup and It seems to no similar sample marionette test about this panel. So I don't know how to solve.

It requires an mock for icc_helper to enable message settings entry.
