985115 - add new node definitions to puppet for scl1 -> scl3 migration

We'll be moving linux and OS X systems to scl3 as part of closing scl1.  We need to add new node definitions to puppet to handle these as we reinstall them (purpose should be obvious from domain name):

t-snow-r4-\d+.test.releng.scl3.mozilla.com
b-linux64-hp-\d+.build.releng.scl3.mozilla.com
b-linux64-ix-\d+.build.releng.scl3.mozilla.com
b-linux64-hp-\d+.try.releng.scl3.mozilla.com
b-linux64-ix-\d+.try.releng.scl3.mozilla.com

We will also need to add node definitions for the new foopies and mobile-imaging servers, but the sub-domain names for those aren't known yet.  I'll add them here when I have that information.

foopies and mobile imaging servers are going to look the same as the current ones, but the site atom will be scl3 instead of scl1.  e.g.

foopy39.p1.releng.scl1.mozilla.com -> foopy39.p1.releng.scl3.mozilla.com
mobile-imaging-001.p1.releng.scl1.mozilla.com -> mobile-imaging-001.p1.releng.scl3.mozilla.com
