Spin up a redis instance for the glow project. The redis instance will be used to store download counters for country (possibly to the city level) on hour and minute granularity.

This is functional. We need to do some improvements to the code that is actually injecting data into Redis from syslog, but that's a separate concern that pmac and jgmize are going to handle. Independently, redis and syslog are both functioning.
