This is a meta bug to track the enhancement of the following CBS configurations:
1. Configure both CDMA/GSM Broadcast at the same time for the device that supports CDMA+LTE.
2. Support separated configurations for Multi-SIM devices.

Change of Search List Format:
1. The original format of the searchlist is a string of the channel id list:
"1,2,3,4"
2. The new format of the searchlist is defined as an array of object as followed:
[{gsm: '0,1,2,3', cdma: '4,5,6,7'}, {gsm: '10,11,12,13', cdma: '14,15,16,17'}, ...]
3. Each object corresponds to the configuration of the SIM/Modem in the same index.
