(Whiteboard: tpi:+)

User Agent: Mozilla/5.0 (Windows NT 6.3; WOW64; rv:29.0) Gecko/20100101 Firefox/29.0 (Beta/Release)
Build ID: 20140403132807

Steps to reproduce:

1. Right-click on an empty spot on the desktop, to invoke its context menu.
2. From the menu, choose "Personalize".
3. From the "Personalize" window that appears, click on "High-Contrast Black", in the list of available themes.
4. Launch Thunderbird.
5. Set Thunderbird to always show menus. I don't know if it makes any difference, but that is how it is set on my machine.
6. Press ALT to go in the menu bar.
7. Use left or right arrows to select a menu.
8. Press up or down arrows to navigate through the menu items in the opened menu.

Actual results:

All menu items through witch the focus passes, get highlighted with the system highlight (selection) color, defined in the selected color theme in Windows. If the highlighting disappeared after the focus moved to another menu item, this wouldn't have been a problem, but it does not - it stays and in some situation, you may get a opened menu with all of its items highlighted. And this, as far as I know, is not a correct behavior.

Expected results:

Only the focused menu item should get highlighted.
I'm seeing this too with Firefox -> core.

The issue is applicable also for Context Menu while using High Contrast White Theme : right click on an empty area of the page -> Hover over the active buttons/menu items --> All hovered buttons/menu items stay highlighted.
Tested on Windows 8.1 and Windows 8 using latest Nightly 34.0a1 (buildID: 20140803030203) and Firefox 32 beta 3 (buildID: 20140731191115).
