Steps to reproduce:
Using Firefox on a Windows 10 tablet, when you are scrolling via touchscreen and you hit the bottom or top of a page, there is no ripple or bounce indicator like there is in Firefox for Android. Edge uses the elastic/bounce method

It's not a bug at all, twitter has overscroll-behavior-y: none on <html>.
