We should deploy the Windows-native version of rm.exe from bug 692715 to the Windows test slaves as well. The wins are smaller because, for the most part, the test harnesses already use Windows removal calls inline, but there is still some file removal overhead for tests.

The new version of rm.exe should be deployed to the following classes of slaves: 
* t-w732-ix
* t-w864-ix
* t-xp32-ix
